IMO, the code looks like it is for emojis used for wordpress sites.
But wait..
Are the smiley face killers/killings even real? This isn't a rhetorical question. I still can't figure that part out. I know the dead people are real and taken together it seems suspicious, but is the smiley face graffiti part real? I watched some half(?) fictional docu-drama and listened to a particularly nonsensical interview on Ed Opperman, but otherwise I cannot make heads or tails of it.
It feels to me like an internet-based urban legend or creepypasta that links certain unsolved/suspicious/freak deaths of young people. Nature abhors a vacuum, as they say.
