If there were an Olympics for chicken hawks, John Paul Norman would rate a gold medal for persistence. He is a veteran of more than a quarter of a century in the Boy-Love business and has a record of more than a dozen arrests in cities including Los Angeles, Sacramento, Santa Monica, and Santa Ana, California; Dallas and Houston, Texas; and Chicago and Homewood, Illinois. For 25 years he has been a traveling salesman if sex, dealing in childrenâs tears. He has sodomized children; photographed and sold pictures of nude boys engaged in various homosexual acts; established a series of sex ring trafficking in the bodies of boys delivered to hungry chicken hawks across the country; and published several B-L journals.
A former musician and producer of television commercials, he has an active, fertile mind that enabled him to hatch one nefarious scheme after another to peddle the sexual services of young boys. One of Normanâs earliest and most traumatic brushes with the law occurred when he was caught in the fall-out from the sex murders in Houston committed by Dean Corll and his accomplices. According to author Robin Lloyd, Norman had set up the Odyssey Foundation in Dallas, offering memberships for $15 enrollment fees and an additional $3 for a catalog with photographs and descriptions of hundreds of boys. (It should be emphasized here that the Odyssey Foundation bears no relation whatsoever to Dr. Densen-Gerberâs Odyssey Institute or to Odyssey House. It appears to be a coincidence that the same name should be used by one of the nationâs most notorious chicken hawks, and by a leading crusader against the sexual abuse of children.)

The boys were called ââFellows,ââ and meetings were offered for fees ranging from $20 to $40 per day, plus air fare. Fellow were recruited by answering and placing ads in gay periodicals, and reputedly, by cruising bus terminals and other locations where boys were likely to be found. The Machiavellian plot collapsed after a young man replying to one of Normanâs ads stayed overnight with him. Looking through Odyssey literature the next morning, his eyes widened in alarm when he perceived that several Fellows were missing and the word ââKillââ was stamped on their pictures and descriptions. It was 1973 and the deaths of the 27 boys known to have died in the sex and sadism slaying in Houston were still fresh in everyoneâs mind.
The young man notified staff members of a gay newspaper, and they in turn referred him to the FBI. Both the FBI and representatives of the newspaper knew that the word ââKillââ is a printerâs term indicating material that is no longer usable. Primarily because of the recent horror in Houston, however, a memo was forwarded to Dallas police. Normanâs apartment was raided the next day, and police carried away a pickup truck full of photoengraving equipment, cameras, and files containing sex literature and thousands of names and addresses.

Norman was booked on preliminary charges of contributing to juvenile violation of state drugs laws. The investigation did not link the lean, wavy-haired chicken hawk to the Houston slayings. But a check on his background disclosed that the Odyssey Foundation was not the first project of its kind he had established. He previously operated in several cities in California, for a time using a post office box in San Diego under the names ââNorman Foundation,ââ and ââEpic International.ââ He had a long list of arrests for sex offenses in Southern California and had also been previously picked up in Houston on charges of child molesting and sodomy.
Even more intriguing and promising, however, was the collection of some 30,000 index cards taken from Normanâs apartment listing presumed or prospective sponsors of the Foundation. The cards carried names of men from almost every state and Canada. Several of the names were of prominent people, some, of individuals known to be federal employees. Dallas investigators mailed their only copies of the cards to the State Department in Washington. There, the cards were destroyed. Officials determined that they ââwere not relevant to any fraud case concerning a passport,ââ a spokesman later told Chicago Tribune.


The newspaper noted that it was not explained why the cards were not passed on to the FBI or postal inspectors, and were studied only from the standpoint of passport irregularities. Norman jumped bail. The next time he surfaced, he was living in Homewood, Illinois, a few miles south of Chicago in the home of one of his correspondents from Epic International. He was calling himself Steven Gurwell and was arrested after a tipster notified police that he had lured several boys into engaging in sexual acts with him by plying then with beer. Normanâs host later told Homewood police that the lanky panderer once supplied him with a sixteen-year-old Missouri boy whom he took to Europe on a $4,500 tour.

Again police confiscated pornography and another collection of names and addresses. The number had dwindled to 5,000. Only seven months after his arrest in Dallas, Norman was lodged in the Cook Chicago County Jail on charges of taking indecent liberties with juveniles. Chicagoâs aged Cook County Jail is known for its escapes, overcrowding, and brutality. In a single year, 39 prisoners broke out, and critics complain that some of the cityâs toughest street gangs, such as the Black P. Stone Nation, the Insane Unknowns, and the Latin Kings, wield as much authority inside the walls as do the guards.
This jail had held Richard Speck and was later to hold John Wayne Gacy. Consequently, if Normanâs activities in the jail were overlooked for a while when he first took up residence, it is perhaps not surprising. He kept busy and out of trouble. He had met a young criminal, Philip R. Paske, and hatched another scheme. Paske was jailed on murder charges after he was accused of being the driver of a getaway car in a robbery slaying. The newest contrivance depended on what Norman described as Delta Dorms, established in various states.

He explained that each dorm was in reality ââa private residence where one of our sustaining members acts as a don (authorities define a don as a boy-lover who sexually exploits a child under the guise of providing protection or management) for two to four cadets.ââ Significantly, he advised that whatever occurred between cadet and sponsor was their business. Information about his newest project was disseminated by John Normanâs Newsletter. Three issues of the journal were produced before authorities learned that it was being printed with facilities in the Cook County Jail. The project kept Norman too busy to get into trouble with other inmates.
By the time the operation was uncovered, the twenty-five-year-old Paske had pleaded guilty to attempted armed robbery in a plea-bar-gaining agreement and was free on probation. He reportedly helped continue Normanâs newest program outside the jail, with mailing directed to a Chicago post office box registered in both his name and that of his mentor. Paske was later hired as a summer employee by the city of Chicago and assigned to the Fire Department gymnasium pool near Navy Pier as part of a Federal Comprehensive Employment Training Act program. He was fired from the $4,75-an-hour job a few weeks later when his background was publicly disclosed.
Norman not only offered pictures and descriptions of young boys and an explanation of the Delta Project in his newsletter but added eloquent pleas for help raising bail money for himselfâand, prior to his friendsâ release, for Paske, whom he identified as ââPhillip, my right-hand man here.ââ He said the primary purpose of the initial newsletter was to raise a defense fund for bail, attorneyâs fees, and associated costs. He frankly admitted that the reason for his jailing had âânothing to to do with the Foundations and arises from my own damned foolishness, ââbutââ nevertheless, immobilizes me and limits operations.ââ He indicated he was anxious to be free so that he could continue with his foundation work.
A skeleton operation was maintained. Through contact ââwith former Fellowsâand a few recruits who I feel are of Foundation caliber,ââ he said, he was attempting to retain interest. The lead page of the first newsletter was topped with headshots of five of his recruits: Reggie, from Maine; Phillip in New York; Ray in Florida; Jimmy in Texas; and Gary, whose home state was not mentioned. ââItâs an interesting crew and thereâll soon be more joining us,ââ Norman wrote.

He pointed out that sponsors could visit youths to join them on trips or to visit in their homes. ââYou provide round-trip fare and pay a daily stipendâpart of which goes to my Defense Fund, part of which goes to youthâs own self-development fund. ââYou have my guarantee that the Fellow will be sincere and honest, presentably dressed, and on time. Nothing more is required of him. The Fellow are all friendly and adaptable, however, and warm friendships are possible between them and their sponsors. Return trips are common, in fact,ââ Norman described himself as a man who had ââbeen a positive influence on youths Iâve encountered.ââ Integrity and character were goals of the Foundation program, he said, and personal qualities he had encouraged in young people ââby precept and example.ââ
At least one person must have been impressed. A supporter in California responded with money for Normanâs bail. Norman remained free until almost 1976, when he pleaded guilty to eight counts of indecent liberties with a child and was sentenced to prison. Eighteen months later, Norman was arrested in Chicago on charges of contributing to the delinquency of minors. Police learned that he had served less than a year in the Illinois state prison at Pontiac before he was paroled on condition that he avoid the company of boys under eighteen unless their parents were present; neither possess nor deal in pornography; and obtain psychiatric treatment.

Chicago police Sergeant Ronald Kelly, head of a special child pornography unit, explained that Norman was accused of taking nude photographs and engaging in sexual relations with two boys, sixteen and seventeen, who were wards of the Department of Children and Family Services. He was additionally accused of violating his parole. Kelly disclosed that Norman had also revived his old project, renaming it the ââCreative Corps.ââ The journal was renamed Male Call, a component on M.C. Publications. The policeman said that the two state wards had revealed that Norman planned to send their photographs to a don in Canada. If the man was pleased with their appearance, they would presumably follow their photos across the border. The newest arrest netted more pornography from Normanâs north side apartment and another file of names of his correspondents.
Police said that more than 50,000 men from every state, including Alaska and Hawaii, and from several foreign countries were listed in the file which also carried information about sexual preferences. Some of the pink cards had photos of the clients attached. Paske was present in Normanâs apartment when the raid occurred but was not arrested. He was identified in Mae Call as manager of a mail-order concern. The first issue of the newsletter was published from 3795 Mission Boulevard, San Diego, for $1 per copy and listed Earl Snyder as president and managing editor. An introductory statement on the front page pointed out that the basic purpose of the newsletter was to serve as a conduit for personal contacts.



The ads used the most explicit terminology to describe physical characteristics and listed sexual preferences for such practices as sadism and masochism, bondage, Greek (buggery), and French (fellatio). One ââaffectionate maleâ from San Francisco sought meetings with ââvery obeseâ males of 300 pounds to 350 pounds if short, 350 to 400 pounds or more if tall. ââBig rears and big thighsââ were preferred, Some ads were accompanied by standard head and shoulder photos. Others were of nude men sprawled on beds or sofas and displaying their genitals. Male Call carried a form requiring the signature of prospective advertisers, certifying that they were eighteen or older. The newsletter also carried a plea for contributions to John Normanâs Defense Fund, which were to be used by Norman to assist ââother guys, mostly gay, who need funds for bail, for lawyers, or for getting started on the street.ââ
A sinister development in the history of police contact with Norman occurred when three teenage boys were found dead of multiple stab wounds in a car parked behind a north-side gas station. All had their throats slit and were victims of what police said was an almost ââritualistic stabbing.ââ One of the boys, Michael Salcido, seventeen, was a ward of the DCFS and had been expected to testify against Norman in an upcoming trial. A couple of days after the discovery of the bodies of the boys, including Salcidoâs nineteen-year-old brother, Arthur, and the sixteen-year-old son of a suburban grocer, Homewood police disclosed that a seventeen-year-old boy who had helped implicate Norman on the child molesting charges six years earlier had also been mysteriously stabbed to death. The youth was walking home from his job in a gas station when he was stabbed six times in the back.

The triple murders of the Salcidos and their friend occurred barely two months after investigators had begun unearthing the remains of the victims of John Wayne Gacy from beneath his house in suburban Norwood Park township, and the public was especially sensitive to the homicidal tendencies of some chicken hawks. The news media immediately published disconcerting stories about the link between John Norman and two dead boys.
A few weeks later, however, police announced that the multiple slaying in Chicago had been solved and was the result of local street gang rivalries and a tragic case of mistaken identity. Reputed members of the Latin King street gang were charged with murder. Police said the younger of the two Salcidos had approached members of the King under the mistaken belief they belonged to the rival Latin Eagles, and tried to make a marijuana buy. The out-of-town youth were instead lured to a quiet location and killed.
By some improvident happenstance, it was Normanâs fate to time his troubles and presence to coincide with the two most ghastly case of mass murders of boys by homosexual sadists in the history of the United States. Normanâs name also cropped up during an investigation of the publication of Hermes, which at the time was one of the premier B-L journals in the country. But the publisher of Hermes was Eldon Gale ââRustyââ Wake, who, until a few days prior to his arrest, was an employee of the audio-visual department of Trinity College several miles north of Chicago.

Normanâs name turned up because he was one of the kingpins of a loosely organized national network of chicken hawks who shared common goals of money and pleasure obtained though the sexual exploitation of young boys. His name was also found in New Orleans on a list of Halversonâs contacts. Guy Strait had met Norman and said he had also written a story for Hermes. Unconfirmed stories circulated that Frank Shelden (North Fox Island) had a financial interest in the clandestine newsletter, as well.
Wake also an associate of one of the men who was arrested in the investigation of the chicken movie filmed in Chicago. The child pornography suspect from Chicago and another man, who was connected with a gay newspaper and operated a citizenâs band radio show for homosexuals, were identified as principals in the publication of Hermes. The Chicagoan reportedly worked on layouts, and the other man, who had a police record for sodomy and escape from a mental hospital, was said to screen prospective subscribers. Wake, the forty-year-old father of two children, was arrested on eight criminal charges, six of them linked to publication of the Xeroxed sex journal. The other charges accused him of distrusting a tape recording, titled Richard, that described a young boyâs first sexual experience with an adult male; and with distribution of a calendar showing two boys engaged in a sexual act.
Both Wake and his wife, Wanda, a special education teacher in a suburban Chicago school, were co-signers of a bank account for the newsletter. Hermes was said to be selling about 5,000 copies bimonthly and contained coded advertisements enabling readers to contact each other and to locate boys for pornographic modeling or prostitution. Articles on boy-love, line drawings of naked boys, photographs, and the editorâs column, âlittle squirts by russ,ââ also appeared in the publication.
It was explained in one issue that Hermes was the Greek God of commerce, invention, cunning, and theft, who was also messenger for the other gods, patron to rogues and travelers, and conductor of the dead to Hades. Significantly, he was also patron god of boys. Feasts involving homosexual acts were dedicated to Hermes and celebrated by boys in the Gymnasia. The magazine was dedicated to ââthe Greek ideals of boy-love in the emotional and physical realm, ââthe publishers claimed. They stated that the newsletter did not ââencourage or promote illegal pederasty,ââ although they believed that the age of consent should be lowered. ââWe feel that the responsible boy-lover can fulfill a real need in the lives of many boys.ââ
Investigators said that when they arrived at Wakeâs home to arrest him, suitcases were open and clothing strewn everywhere. The coupleâs children, six and seven, had already been sent to Florida a few days earlier. Wake attempted, in a federal suit, to have his arrest ruled invalid because the Illinois obscenity law under which he was charged was previously declared illegal by a three-judge federal panel. But shortly after his suit was filed, the United Sates Supreme court reversed the power court ruling and restored the obscenity law.
Edmund Leja has a knowledgeable although reluctant familiarity with obscenity laws. He has been struggling with them for more than a quarter-century. Also known as Edward Lee and Ed Lea, he is owner and publisher of Crismund Publications, a group of nudist magazines, and, according to his own testimony before a U.S. Congressional committee, an innocent victim of the controversy over child pornography.
Magazines in the Crismund line published in Studio City, California, where those most often shown in television presentations and in newspaper and other photos from publications accused of containing kiddie porn. Nudist Moppets, especially, has been singled out for its cover pictures of nude little girls. The children depicted in Lejaâs magazines are not photographed in overt sexual activities.

Other magazines are more explicit and shown children engaged in sexual behavior with their peers, adults, and animals, and obviously are not suitable for reproduction in the conventional media even when kiddie porn is the subject. Leja pointed out that when hard-core pornography first became easily available it almost killed the nudist magazines, which had existed in this country since about the 1930s.
In the early 1960s, there were 40 or so nudist publications, but after the introduction of hard-core smut there was a period when there were no nudist magazines at all. They could not compete with the more bluntly candid product that showed simulated or actual sexual acts.
The witness told congressmen that his best selling magazines had a circulation of only about 13,000, compared of sales of 50,000 or more of some explicit pornography. A sales figure of 10,000 barely permitted him to break even, he explained. ââSo I have to have a winner each time.ââ He defended the publications as the only media available to nudist parks and families because other sources of communication have traditionally shut the movement out. Even telephone companies have refused to use the term âânudistââ or âânudeââ in their listing, he said.
Consequently, magazines like Nudist Moppets, The Joys of Nudist Youth, Moppets and Teens, and All Color Digest in his package of publications were the only sources available to serve as a conduit of information for the nature movement. Leja told the congressmen that children comprise about 25 to 50 percent of the population of nudist parks on a given weekend, and, thus, they are represented in the nudist press.

Harold L. Call
This was the genteel ideology that Hal Call brought with him to San Francisco in the fall of 1952. When he arrived in the city, Call was a thirty-five-year-old journalist and a veteran army officer who had grown up in small-town northern Missouri. In August of that year, while living in and enjoying the seedy gay nightlife of post-war Chicago, Call was arrested for âlewd conductâ and was forced to pay an $800 bribe to evade the charges (Sears, âHal Callâ 154).
Call deliberately established Pan-Graphic as an entity outside of the Society. As early as 1954, Call was growing displeased with the direction of the organization, and feared the voting power of its new members. If Call were to be able to fine-tune the message of the Mattachine, which lacked a broader message as a result of squabbles between its various city chapters, he recognized that âwe had to have our own printing departmentâ (Call 38). After the establishment of Pan-Graphic, which operated out of the Williams Building at 693 Mission St., Call left his job to become self-employed at the press, where he paid himself a comfortable salary (39).
Call completed his turn from the early homophile movement to entrepreneurship in gay erotica early in 1967. In March, he and three othersâBob Damron, Robert Trollop, and Jack Tennysonâopened the doors to the Adonis Bookstore at 350 Ellis St., between Jones and Taylor. Though Damron and Trollop dropped out of the venture in 1969, Call continued to own, operate, and expand his business on this block until his death in 2000.

Although other gay compendiums, such as The Lavender Baedeker, preceded its publication, the original Address Book represented perhaps the first such work to emerge directly out of the homophile movementâs platform of gay agency. âI made up a mimeographed list of bars in 1955 when we had our annual Mattachine meeting,â Call recollected to James Sears. âIt had thirty-five gay bars. We had people sign for it because we didnât want it to fall into the hands of police. I put a number on each copy.â In 1964, Call and Damron decided to collaborate to create a more formalized and expansive accounting of the national gay circuit. Damron hopped into his car and went from coast to coast with an open notebook. Afterward, Call edited and typeset Damronâs scribblings onto thin, bible stock paper through the Pan-Graphic Press. Expecting a small readership, they printed a mere 3,000 copies of the first edition, which cataloged 785 locations across nearly 50 pages, according to the online database Mapping the Gay Guides (an NEH-sponsored digitization project of the Address Books from 1965 to 1989). Damron kept the exclusive copyright to the work.Â

Damronâs guidebooks were part of a growing interest in gay travel guide publications that began in the early 1960s. Bob Damron wasnât the only entrepreneur looking to offer gay consumers listings of queer friendly places. Guy Strait published the first edition of The Lavender Baedeker in 1963, an extension to his already popular newspaper in San Francisco entitled Citizenâs Guide. Other publishers followed suit, including Guild Guide to the Gay Scene and World Report Travel Guide, published not in the gay mecca of San Francisco but rather in New York.

From 1958-1972 the building at 507-513 Eighth Street SE (formerly the Ward 6 COVID Center and now the home of Taoti Creative) was the site of one of Americaâs first gay presses.
Known as MANual Enterprises, it would be known as The Guild Press starting in 1964. The press published âart booksâ, physique magazines and gay fiction.

He has left Washington and, he insists, the pornography business, too. But his influence lingers. Three men who operate, among them, a dozen bookstores in Washington and its suburbs - Dennis Pryba, Jimmy Ingram and Donald Branca - are graduates of what could be called the Womack School of Pornography.
They also are veterans of the U.S. Navy or Marines who, while assigned to Washington area military installations, went to work for Womack. They then went into business for themselves after Womack was ordered out of the pornography field by U.S. District Court Judge Barrington Parker...
Womack's astonishment was heightened in 1961 when a judge sentenced him to one to three years in prison.
'Now this is a sordid chapter in Washington forensic psychiatry and legal history,' says Womack, 'but I decide (on appeal) to plead insanity. And when I tell you the furor this created, you just wouldn't believe it.'
Womack attributes his success at being certified insane to the fact that, as a one-time student of psychology, he had friends on the staff at St. Elizabeth Hospital.
Stanley Dietz, Womack's retrial, a parade of expert witnesses testified that he was 'obsessive-compulsive' And, says Womack, 'at the end of this overwhelming testimony, the judge took the case away from the jury' and 'ruled that my crimes were the product of insanity.'
Womack was held at St. Elizabeths for a year and a half. 'It was very pleasant,' he says. 'I had a private room, TV, typewriter. While I was sitting there I organized Guild book Service . . .'

Members of the staff of Saint Elizabeths Hospital, who had participated in the examination of the defendant and had taken part in the conferences concerning him, were called as witnesses in his behalf. They were Dr. William G. Cushard, Dr. David J. Owens, Dr. Mauris M. Platkin, Dr. Wilbur A. Hamman, Dr. Bridgette M. Julian, and a psychologist, Dr. Katherine Beardsley. They unanimously agreed that the defendant was suffering from what they considered a mental disease known as "psychoneurotic reaction, obsessive compulsive type". They further expressed the opinion that he was not psychotic, â in other words, that he was not insane in the common understanding of that term. His illness was a neurosis. It was stated that the disease consisted in a "pathological immersion in homosexuality".
Until recent years the term "insanity" was a scientific term used by text writers on psychiatry and by psychiatrists. Psychiatry has changed its nomenclature several times in a number of particulars, and prefers now to use the word "psychosis" instead of "insanity". We may not, however, discard the term "insanity", since it is used in the D.C.Code.
What is important from the standpoint of the present motion is that Dr. Owens and Dr. Platkin testified that the disease did not impair the intellect, the intelligence, or the ability to conduct a business. Dr. Platkin stated that the defendant was a learned, intelligent man; that he could evaluate; and that he had freedom of the will to make a choice, and knew right from wrong. Dr. Owens testified that while at Saint Elizabeths Hospital, the defendant gave instructions to his business associates and assisted in the management of his business. Dr. Owens also expressed the view that the defendant was "up to date on the law"; that his illness did not interfere with his intellect; and that the patient could make plans. Obviously, if the defendant could carry on such activities, he was mentally competent to stand trial.
Dr. Beardsley, the psychologist, stated that Womack's intelligence quotient was in the superior range, that it was 123, and that his actual intelligence was still higher. Dr. Winfred Overholser, the Superintendent of Saint Elizabeths Hospital, although he had not examined the defendant, testified from his study of the hospital record. The Superintendent likewise expressed the view that the defendant's intellect was not impaired and that he had a superior intelligence.

On the day that Oswald died, Bill Hunter of the Long Beach Press Telegram and Jim Koethe of the Dallas Times Herald interviewed Senator. Also there was Ruby's attorney Tom Howard. Earlier that day Senator and Howard had both visited Jack Ruby in jail. That evening Senator arranged for Koethe, Hunter and Howard to search Ruby's apartment.
It is not known what the journalists found but on 23rd April 1964, Hunter was shot dead by Creighton Wiggins, a policeman in the pressroom of a Long Beach police station. Wiggins initially claimed that his gun fired when he dropped it and tried to pick it up. In court this was discovered that this was impossible and it was decided that Hunter had been murdered. Wiggins finally admitted he was playing a game of quick draw with his fellow officer. The other officer, Errol F. Greenleaf, testified he had his back turned when the shooting took place. In January 1965, both were convicted and sentenced to three years probation.
Jim Koethe decided to write a book about the assassination of Kennedy. However, he died on 21st September, 1964. It seems that a man broke into his Dallas apartment and killed him by a karate chop to the throat. Tom Howard died of a heart-attack, aged 48, in March, 1965.

While reading the recent Gacy book, âBoys Enter the Houseâ, I was horrified at the descriptions of a restaurant called âYankee Doodle Dandyâ in the Clark-Diversey area of Chicago. Apparently this restaurant was a notorious spot where teen (and younger) hustlers would go to meet up with prospective clients (ie. perverts), who would hang out in the restaurant waiting for kids.
The routine went that the pervert would buy the boy hustler a meal, then while the kid ate it they would âinterviewâ the pervert to determine if their wants were acceptable, set a price, and then arrange an assignation, which would take place in nearby alleys or the pervertâs car, etc.
Gacy met at least one of his victims there, and several of them were known to frequent the restaurant. The spot and what went on there was apparently well-known to the Chicago PD! They even nicknamed the area "Clark and Perversity".
When I read the book, I pictured some sleazy, run-down greasy spoon left over from the 1940s, but after some research, I realized it was a modern (1970s) family-style burger and fried chicken place, apparently part of a popular Illinois fast-food chain. From ads you can see on Youtube, it seems to have been very popular with kids for birthday parties.
The juxtaposition of such a wholesome (on the surface) restaurant with such depraved transactions is spine-chilling. Itâs like something from a horror movie. Thankfully, I canât imagine such a place being able to operate like that today. I am sure the authorities would not allow those kinds of transactions to take place in a supposed family restaurant.

NBC News Reports: Silent Shame (August 25, 1984)
Another bizarre aspect of the John Wayne Gacy case which I suspect has a deeper significance: the story of suspected victim Harold Wayne Lovell.
Two main sources for this:

Lovell was a teenager in Aurora IL (about an hour inland from Chicago). In May 1977, at age 19, he left his home due to an undefined "family situation" â apparently he didn't feel wanted by his family, though he recounts his mother begging him not to leave â and went looking for a construction job. His family never saw or heard from him again for decades.
Given the timeframe, the line of work that Lovell was trying to get into, and the fact that Gacy reportedly was doing construction work in Aurora at the time, Lovell's disappearance was plausibly suspected to be Gacy's doing. Then circa 2011, a relative of his went searching the Internet and found a Florida mugshot from 2006 for a Harold Wayne Lovell, which looked just like this relative's uncle Tim Lovell (Harold's younger brother). Lovell was finally found and reunited with his family, aside from his mother who had unfortunately passed away in 2001.
A heartwarming story, except there are some parts that don't add up in my view. I do, first of all, question how he barely seemed to make any serious effort to reunite with his family in the multiple decades he was away, despite his claim that he "never stopped thinking about" them during that time. But maybe his life was hectic and it wasn't as easy to track people down back then. Okay, fair enough.
The first real sign of weirdness is that, although the suspicion that Lovell became a victim of Gacy was wrong, Lovell says he actually did meet Gacy and work for him in some sense. Per the NBC Chicago piece:
Lovell claims to have had no close contact with Gacy, but very shortly thereafter in the NBC Chicago piece, there is evidence suggesting otherwise:
How did Lovell's possessions end up in the home of somebody he only barely interacted with and whose home he never entered? Lovell has no explanation, and no article that I've seen shows any interest in finding one.
After Lovell left home in Aurora, he drifted to Fort Lauderdale FL, where he took a number of service jobs at local hotels and restaurants. One of those places where he worked was the luxurious Fontainebleau Hotel. Coincidentally, something else was going on at the Fontainebleau Hotel right at the same time: the Black Tuna drug trafficking network (https://www.leagle.com/decision/1992152164lgtcm145711203):
The Black Tuna Gang, led by Raul Davila-Jimeno, was part of a massive spiderweb of Miami-area drug rings operating through the 70s and into the early 80s. It was the main supplier to the organization led by mobster Thomas Ralph Farese. Farese's partner was a man named Allen Rivenbark, who inexplicably escaped indictment in 1978 even as Farese and multiple others in his organization were indicted around the same time. Rivenbark died in November 1981 when his plane out of Fort Lauderdale crashed en route to his ranch near Vail CO; a ranch suspected of being "a hideout for East Coast Mafia figures". John Walsh's boss John Monahan was supposed to be on the flight too but cancelled at the last minute; his much-younger-than-him fiance Shelly Stock was onboard and died in the crash. Lovell's work at the Fontainebleau could be coincidental, but it is very interesting how the timing matches up. That would make him the second young man connected to Gacy, after victim John Butkovich, who had a possible link to the drug trafficking world... Was Lovell really on some kind of other business when he abruptly left home? Is that why he stayed away from his family so long?

CHRIS] So you had,... if you look at the photographs, even today in the press, of the Elm Guest House from the time, you'll see in the window of the doorway a sign that says Spartacus Club Members Welcome.

Today he seems to be a bit unhinged and caught up in the Q/Trump-is-the-Messiah stuff (which is perhaps forgivable under the circumstances), but he has been telling this same story about the Anthony/Cummings cases, without variation for a decade now and actually this original story is quite credible. He may have been with the National Enquirer.

In the Defense Diaries podcast, there's an interview with Detective Mike Albrecht. He said that the photo receipt from Rob Piest's jacket was actually obtained in Gacy's outside trash. He said they allowed the trash to be picked up, then asked them if he could have it. He was notified by his superior that they had found the photo receipt in that trash. In the police records, they indicated that the photo receipt was found inside Gacy's house in the trash can. The second search warrant that allowed investigators to find the bodies was granted based on the cops saying they had found the receipt inside his house and smelled decomposing bodies. There's also some mention that Kim Byers' statement was completed within 6 minutes of her arriving at the police station. It was a very detailed and long statement, so they're thinking she had either rehearsed it several times or it was already written for her. The evidence appears to have been "planted" because they put the receipt inside Gacy's home after finding it in the outside trash. All-in-all, if it was known that the second search warrant was invalid, he could have gotten off on most, if not all the charges against him.

Beyond the Delta Project, I think it's worth diving into the other criminal enterprises that Gacy was likely connected to. Killer Clown by Terry Sullivan talks about how John Butkovich, one of Gacy's first victims, was rumored to have been trafficking drugs through Puerto Rico and his family received a call from Puerto Rico after his disappearance saying that he was fine. At the same time, Butkovich was reportedly in a pay dispute with PDM, and after his disappearance his employment was listed as terminated. Note that PDM specialized in drugstore and pharmacy remodels, and Gacy always seemed to have a steady supply of drugs.
The Des Plaines police report fills in more information about the circumstances just before Butkovich's murder. Unfortunately the Chicago PD report seems to have vanished so this may be all that's left in official records. I'd say this pretty clearly indicates there is more to the story than just a pay dispute with Gacy:

Sullivan gives us the impression that the call about Butkovich couldn't be traced any further than to a random payphone in Puerto Rico. But that's not true at all: they identified a specific business owned by a Juan Perez, and it is very likely that someone at that business made the call. Why would he misrepresent the report to make the trail appear colder than it actually was? (I have my guesses...)

From 1954 to 1956, Nelson Rockefeller was appointed Special Assistant to the President for Psychological Warfare. The President at the time was Dwight D. Eisenhower and part of this responsibility entailed Rockefeller being named as the President's representative on the Operations Coordinating Board (OCB), a committee of the National Security Council. The other members were the Undersecretary of State, the Deputy Secretary of Defense, the Director of the Foreign Operations Administration, and the Director of the Central Intelligence Agency. The OCB's purpose was to oversee coordinated execution of security policy and plans, including clandestine operations. This means Rockefeller and company were absolutely neck deep in domestic MKULTRA operations. That Director of the CIA at the time was none other than Allen Welsh Dulles, who straight out of the gate ran illegal black ops, sheep-dipping hardcore Nazis, spearheading Project MKULTRA, engineering numerous war crimes, political regime-change assassinations and other international abominations up until President Kennedy fired him and other cohorts.

That was a horrifying read, and it exposed one thing, that John Norman received special protection from prosecution. Someone, or agency in top law enforcement was watching over Norman. This unholy criminal operation was being organised and run on a massive scale with connections to many cases such as the Oakland County Child Killer(s), The Johnny Gosch paedophile network, John Wayne Gacy's paedo network and most likely Robin Gecht of the Chicago Ripper Crew.
Someone had actually sent me this chapter last month, and I was very intrigued to hear that Norman was a musician and TV commercial producer, as none of these details have ever surfaced about him before.
